Center for Maritime Strategy


The Center for Maritime Strategy is America’s intellectual center for the study of the relationship between maritime power and national power, policy research that strengthens that relationship, and advocacy and education to advance those policies.​

The think tank, housed inside the Navy League of the United States, conducts and supports policy research and advocacy efforts across a broad spectrum of issues that impact the United States’ position as a maritime nation. The mission of the Center for Maritime Strategy is to advance understanding of the contributions of the U.S. Navy, Marine Corps, Coast Guard and U.S.-flag Merchant Marine to American security and prosperity and educate and engage congressional and executive branch officials on the insights and recommendations derived from that research.

Adm. James G. Foggo, Retired U.S. Navy
DEAN

​Adm. James G. Foggo, retired U.S. Navy, is currently serving as the dean for the Center for Maritime Strategy at the Navy League of the United States. A retired four-star admiral, Foggo is a 1981 graduate of the U.S. Naval Academy. He is also an Olmsted Scholar and Moreau Scholar, earning a Master of Public Administration at Harvard University and a Diplome d’Etudes Approfondies in defense and strategic studies from the University of Strasbourg, France.

Dr. Steven Wills
NAVALIST

Dr. Steven Wills is a navalist for the Center for Maritime Strategy at the Navy League of the United States. He is an expert in U.S. Navy strategy and policy and U.S. Navy surface warfare programs and platforms. His research interests include the history of U.S. Navy strategy development over the Cold War and immediate, post-Cold War era, and the history of the post-World War II U.S. Navy surface fleet.

Gabrielle Moran
CHEIF OF STAFF​

​Gabrielle Moran is the Chief of Staff for the Center for Maritime Strategy. Her interests include transatlantic diplomacy, civil-military relations, and military mobility. She holds a Bachelor of the Arts from American University’s School of International Service with a concentration in U.S. foreign policy studies. Gabrielle speaks Italian and French. She is a member of the Council on Foreign Relations Young Professionals Program.

THE MOC

The Center for Maritime Strategy’s online journal, The MOC – Maritime Operations Center – critically engages with pressing defense issues, particularly focusing on the maritime domain.
